3. Hongkongers don't trust anything from China even if China offered help. The HK government will look even more useless if they ask Shenzhen's help. Even with Shenzhen's help and using drones, the fire might not even be contained. A lot of Hongkongers are like AMDKs in k. If with Shenzhen's help and drones, so many people still die, what do you think all those keyboard warriors will say? Even now with no China involvement at all, there are people blaming China.
