Got more to do with people mentality and culture.
When road rosak, they want minister come out 'comfort' them. The relevant dept sitting behind the scene eating popcorn.

Not changing mentality and culture, nothing will change. People prefer others to change instead of themselves.

It is possible if the policy makers are intelligent and are able to distinguish BS from facts. LKY and Atuk (hate to say this but have to admit this reluctantly), are two examples of leaders without basic understanding of ground works but able to make informed decisions.

Similarly for Bossku, his vision is what is on-going for Malaysia with his data centers projects in JB, ECRL, Pan-Borneo, GST, PRASANA to manage the transportation (LRT, MRT, etc). Unfortunately, his vision was destroyed by his greed.

I have seen many leaders who are not trained in the role they lead but I see the same traits commonly of these people…. surround themselves with brilliant people who knows what they are supposed to do and implement. And the leaders are always questioning the logic behind each projects technically and financially. In short, you don’t have to wear a bra to produce the best bra in the world, and heck, if I may say, one of the best women’s vib makers are men. Same as most who work in tobacco industries DO NOT SMOKE.

Some industry is stagnant, need to bring capable leader from another industry to rejuvenate the company. This strategy is a hit a miss. If it works, it works. Hiring within same industry doesn't necessary works either

As matter of fact this kind of cross-industry CEO is on the rise. From aerospace to automotive, from tech company to home appliance for eg.

Yes correct. I already change my view after I listen more to people from the ground.

You don't need a doctor to run the Health Ministry,
You don't need a water scientist to run a Water Works Ministry
You don't need an athlete to run a Sports Ministry
You don't need teacher to run a Education Ministry

in running a government entity, you just need someone who can do the right policy making...other technical stuffs, let the expert do the ground work

But if they are not experts themselves, will they be able to do the right policy?

I think it is not a necessity to be an expert but if you appoint experts, it will be a lot easier for right policies to be implemented

It is not a guarantee but it's just higher possibility of success

if u have no medical background. how u gonna make policy if pandemic like covic happen?
u apa pun tak tahu on virus prevention method medicine and etc....

Like how I replied in the previous post, these leaders have budgets to hire competent experts to advise them.

Doctors are best left to work in hospitals
Athletes are best left to compete in track and field
Teachers are best left to work in school

I used to think that way, but KJ has Noor Hisham to advise him.
Many think if Noor Hisham is the one taking over the Ministry work, our economy will collapse during COVID cos he will advocate total lockdown

What the company want is the strong leadership and his record of success to bring the company up/profit. The investor don't look at your cert that important at such age and ranking.

The problem with such head is they are dick head and stuborn.
