dig the river deeper? add more pump? any expert can enlighten?

if we see this river flow we can understand why tsm is supposed to be a resevoir.. last checkpoint before flowing to the sea..
just imagine now or 10 years down the road if sg klang level is higher then tsm water flow out level.. open the tidal control gate also no use..
