“At this time, what is being spread on social media is not an official statement. We need to wait for the results of the investigation to find out the exact cause of the fire and explosion,“ he said.

Amirul Azizan also admitted that the project was supposed to be completed in December last year, but was slightly delayed because it was still in the process of obtaining the Certificate of Completion and Compliance (CCC).

“I am not sure about the exact cause of this delay because it is outside my jurisdiction. It may involve financial factors or others, but what is certain is that all approvals were obtained according to the prescribed procedures.

“The project complies with all the conditions and regulations set by the authorities,“ he said.

Yesterday, in the aftermath of the disaster, many allegations were being spread via social media regarding the cause of the explosion and fire of the gas pipeline at Jalan Putra Harmoni, Putra Heights.

Additionally, affected residents had reportedly claimed that the excavation work carried out by the project contractor was the cause behind the gas pipeline fire.

As per the news article by The Sun, the contractor involved was laying sewerage pipes for IWK. I guess this was a different contractor from those who built the shoplots.

PETALING JAYA: Selangor MCA will be providing free legal advice to victims of the burst pipeline inferno in Putra Heights and it has set up a special team of lawyers for that purpose, says Datuk Lawrence Low.

The MCA vice-president said the Putra Heights fire was a serious incident, and over 200 premises were affected.

“So, we will set up a special team, and we have lawyers to provide free legal advice.

“We know some victims who are worried about insurance claims for their houses and cars. They are also concerned about instalments to bank loans and so on.

“So, we will give free legal advice to victims, and they can contact us,” said Low when met by reporters after distributing necessities to fire victims at a temporary shelter centre at the Putra Heights Mosque on Wednesday (April 2).

Low said victims can contact Selangor MCA office secretary Kenny Tham at 012-293 7148 for that purpose.

Meanwhile, Low said many victims here are feeling very uncertain after losing their properties and belongings overnight.

“Because they lost their belongings, house and car. They can stay here temporarily. But what to do for the next one or two months?” asked Low.

Low said MCA and its Crisis Relief Squad of MCA (CRSM) have spoken to the victims at the temporary shelter at the mosque to see what they needed.

“They told us they need diapers, toilet papers and so on. So, first thing in the morning, we brought these along and distributed it to them,” said Low.

Low also said MCA and CRSM received help from many donors and volunteers to assist in the Putra Heights incident.

“One of our friends is also offering Traditional Chinese Medicine (TCM) and he's a specialist from Shanghai, who is willing to provide services to fire victims,” added Low.

CRSM executive secretary Xilas Ngang said the Putra Heights fire incident came about too suddenly and many fire victims were caught off guard.

Ngang said fire victims now need power banks to charge their respective devices.

“There are more than 100 families here. So, power banks are their most urgent need now,” said Ngang.

Ngang said members of the public can donate to fire victims via CRSM’s GoCare charity crowdfunding website.

“We will update on that website what the fire victims need. So people can make their donations there,” said Ngang.

Ngang also said that CRSM was also helping pets affected by the fire in Putra Heights.

“Many people donate food for humans, but actually, many pets are also the victims. We have spoken to a few NGOs, and they will bring some pet cages and food later.

“People can donate for victims and also pet food because pets are also victims of this disaster,” added Ngang.

The Fire and Rescue Department said on Tuesday (April 1) that at least 190 homes, 148 cars and 12 motorcycles were damaged by the morning inferno caused by a gas pipeline fire in Putra Heights.

Interesting. Very interesting indeed. If everything is on order, approval and permission obtained, then the insurance company mati lah. Any construction job sure got CAR and Public Liability. The affected one can claim from them.

Project approval is just a nod to goi ahead and execute the project. Most project won't have problem getting this. The most important is did they follow all the requirement and follow the protocol during construction.

in oil and gas industry one of the most critical safety measures is daily Permit To Work (PTW) which are required on any job on any oil and gas facilities. i'm not sure if it is applied to this pipeline but i don't see why it shouldn't. This is the first that i would like to know... does the constructor have a valid PTW to work inside gas line perimeter for that day.....

He said that the project involves the construction of shop lots and is currently in the final phase of securing its Certificate of Completion and Compliance (CCC), adding that it had all necessary permits secured in accordance with regulations.

"The project was initially scheduled for completion in December last year but faced some delays due to the CCC approval process," he told reporters at the Incident Control Post (PKTK) on Wednesday (April 2).

Responding to allegations circulating on social media, Amirul Azizan said that no official statement would be issued at this time, as investigations by PETRONAS, the police, and other relevant authorities are ongoing.

"At this stage, any claims spreading online should not be taken as official. We will leave it to the investigating agencies to determine the facts," he added.

Amirul Azizan further clarified that the project had obtained approval to utilise the Petronas Right-of-Way (ROW), with the contractor involved being an approved panel recognised by the relevant authorities.

"All necessary approvals were obtained in accordance with regulations. Petronas had granted permission for the use of its ROW for the installation of Indah Water Konsortium (IWK) pipelines. However, the project itself is not located within the ROW," he added.

"Based on the documents and on-site assessments, all approvals are in place," he said.

On Tuesday (April 1), Petroliam Nasional Bhd (PETRONAS) confirmed that the fire, which broke out at 8.10 am, occurred at the main Petronas Gas Bhd (PGB) pipeline. - Bernama

Datuk Bandar when looking at end product, sure say no problem la. When applying for CCC, not suppose to have more construction ongoing anyways. Of course no incursion on ROW la.
But the effects of ground loading on the underground pipeline already occurred. (if we follow the line of thinking that loading did occur)

has it been weakened ? was the analysis of loading done before ? if done, was it followed ? or was the analysis faulty ?

(if that car video released, can see extent of loading at that particular time. Maybe have other monitoring videos along the pipeline is available)

The whole control system needs to have functioning pressure or flow sensors & shutoff valves. Then if & when a combustion does happen, should have an SOP for manual shutdown. But u know la about our maintenance & testing culture. Or lack of it.

Apply Ptw first, applicant on leave, look for replacement, apply permit AA, AAR on leave, need to call replacement AA, AAR.
Review JHA, review permit. Then approved.

i believe the shoplot isn't under the gas pipeline and wasn't affecting it anything. if wanna happen already go kaboom long time ago, not yesterday.

the main problem comes when 2 - 3 days before the explosion, there were some excavation/ digging job on going direct below the pipeline, i believe that's when shit happened. whether are they aware or not also dunno. all happily sao gong. Monday is PH and was still left unattended.

whoever is doing the digging job, i believe they didn't obtain any approval from authorities or petronas to do it. When i passby that road, i was wondering are they allow to do so? if TNB/ IWK/ SYABAS work on any jobs, they will put up the company logo sign, however this they didn't put up anything, most likely would be main con or subcon's good work.
