Frequent ON/OFF can shorthen the lifespan. But all very depend on the lifespan design. Mechanical start/stop shock will wear and tear some portion.
Same with electronic/ electrical. Switching produce ark which is a high surge voltage that can damage component. Ark is cause by carbon built up at the contact in the switch.

1st Change the capacitor. Cheapest solution. Capacitor probably cause you less then RM10. But if it is remote control type, few capacitor need to change. it's been nearly 20 years. thanks.
2nd the bearing.
Too much job? Chnage the whole fan lor.
