This is not about "proper planning" or wat not. Many cities are built over existing structures or tunnels/caves.

E.g Paris and Edinburgh. Those places are still there and many people have gotten lost and died there.

If her body is in the bottom of some huge sewage tank, how to recover if the poop is so thick and the depth is so deep.

Most probably the authorities are using this SAR (search and rescue/retrieval) as an exercise to dig deeper into the unknown and undocumented underground maze of utilities. They may not find an intact body but they may learnt a lot during these few days of searching. You can say the search is in a few limited areas but what they discovered in the underground labyrinths is enough to give them an inkling of other areas in KL.

True. maybe indirectly can find other high risk area and this women's suffering will not be in vain.

This is such a sad day for victim's family.
