many shitty parents don't discipline their kids that they still throw tantrum kaokao outside (good parents would teach their kids to behave in public and remove them from said places in the case of a tantrum that wouldn't stop as punishment and try again next time but there are also some parents who let their kids scream in public and expect people to put up with it).

if I saw a distressed kid being kidnapped vs one throwing a tantrum just cuz it's a spoilt brat, I would literally not be able to tell the difference as a stranger. So I am unlikely to take action unless they I hear the kid explicitly cry out loud that the person is not their parent. But if they just say don't want/tak nak or something along those lines I would assume it's a tantrum.
