A company that I sent my resume to has now requested that I send my certificates, resume, application form, a photocopy of my IC, and latest payslip to their HR department.

Is it appropriate for me to send the photocopy of my IC to the company before the interview?

Yes, I think it's quite common for them to request the copy.
But make sure you mark/cross your IC.

Background check. Company will always check for bankruptcy status unless hiring for low risk positions.

Personally I don't see the logic of only doing bankruptcy check after offer letter is issued. That's kind of a dumb move.

Giving your IC number already can check already. Unless u they conlanfirm hire u, then different story of giving ur ic.
Think about it, why would they want to keep a copy of ur IC? During interview, they just need to check whether the info tally or not with the copy.

As for ur payslip - they just want to low ball u... No u are getting x amount and if u are asking more than 40% of market rate, this would enable HR to nego nego lor.
Know ur value and how much they need to pay lor.
