DNB and 2nd 5G network: needed or not?

This will happen when there are many more 5G subscribers. . if umobile awarded 2x20mhz block of 700mhz, then dnb only can have the remaining 2x20mhz block, where 1x20mhz block now are used for nsa b28. i guess mcmc and dnb haven't conclude how the 700mhz will be shared among all entities.
