In this case your problem isnt a new CPU/mobo but you first need to somehow improve your house electric supply since UPS also easy to die. Maybe home power isolator or something. Just my 2sen take it or leave it.

during those 2 UPS, no black out....
last time i get UPS cos my area will suddenly blackout cos cable thief/power station malfunction/etc...
want to get UPS that have usb so it can send shutdown signal to computer cos i not always at home...

For what its worth you can do some simple troubleshooting.

Most (if not all) mobos have POST status LEDs and some other functions during startup ie fans will spin. Try see if these work when you press ON.

If not, and you see/hear nothing happen then confirm mobo kong dy. Move on to try with another mobo to see if CPU also konged.

If yes, see the POST LED status where it cycles to, if it goes past CPU it should "normally" mean CPU function is okay. Then perhaps need to see if your mobo igpu output fried by switching to another video port or use a GPU to test. If the LED is stuck at CPU that usually means CPU kong.

when power ON, cpu fan will run...
but monitor black show no signal...
want see is hdmi port kong or not,
i try remote access, but it show system no ON....
so i suspect Mobo kong...
i dont have GPU...

i do troubleshoot SBC(Single board computer) most of the time, how i check if the mobo is working:
try to enter bios, if cant, change display eg from hdmi to DP.
if LCD still black out, check keyboard, let your pc boot up and press caps lock, if caplock light is on means yout pc is alive, just display not working
3rd is reset BIOS. sometimes pc may stuck if you have other externa hdd or thumbrive plugged in, remove all usb drive and reboot
