They charged my RM900 deposit for my condo unit. However my actual monthly usage is just RM25 - RM30.

I managed to get them to reduce to RM100.

The Electricity Supply Act allows TNB to collect a deposit of (2) months of the customer’s estimated electricity usage. This amount is calculated based on the average 6 months of customer's electricity usage.

Just need to write a letter and send it via an email. Whole process takes a couple of weeks if you know what to do.

Required documents:

1. Deposit Reduction Request Letter
2. NRIC (must be crossed with "For TNB Purpose Only")
3. Bank Account Statement

Why so little usage?
*
Small 1.2k sqft unit.
Minimal aircond usage (around 5 to 20 hours cumulatively per month).
Using mostly 4* or 5* rated products and full LED lights (7w and 10w).

I tot fix 500 for residential unit
*
It depends based on type of residential unit. The deposit amount is fixed upfront, but you can request to reduce it if you wish to once you have minimum 6 months of billing.

In my case, waste of money RM900 sitting there, when that's equivalent to some 3 years of my electricity usage. That's why I requested for a deposit reduction.

Mine also just a normal condo unit, was registered as a "Penthouse" by the developer with TNB and the deposit is same as bungalow > 1 storey i.e. RM900.

my deposit for a condo about rm1k if not mistaken and i think it was due to wrongly categorized as commercial while mine is residential.
*
Yes mine also wrongly categorized as penthouse when it's just a basic condo unit.

Regardless of whether there's a wrong categorization or not, you are entitled to request for a reduction of deposit if the deposit is much higher than 2 months of actual usage, based on the following:

The Electricity Supply Act allows TNB to collect a deposit of (2) months of the customer’s estimated electricity usage. This amount is calculated based on the average 6 months of customer's electricity usage.

Applies for both residential and commercial?

My commercial paid for 3phase deposit (around 2k if not mistaken), usage less than RM200 because small shop.
*
Yes, can.

The calculation of deposits for ordinary power customers in the commercial, industrial, agricultural and mining categories are fixed, based on the size and type of phase installed.

Reduction in Security Deposit Amount
If the average of two (2) months bill is less than the amount of security deposit paid, TNB will refund the excess deposit upon customer’s request. For example:

Security Deposit Paid RM10,000.00
Average Monthly Bill RM3,500.00
Average of two (2) months electricity used RM7,000.00
Amount credited to account (RM10,000–RM7,000) RM3,000.00

I put in a request two months ago and TNB just called to say they can't reduce the deposit, it's fixed for residential title. They only might consider reducing it for commercial titles (e.g. serviced apartments).

Have to put away hundreds of ringgit with TNB until I die.

1) The TNB staff mentioned that many of my neighbors haven't changed to their name or paid the deposit yet. Would there be any consequences if I also don't change name or pay the deposit?

2) Do developers nowadays not apply for utility name change on behalf of their buyers anymore?
*
They're talking nonsense, it's right there on their website and I did it successfully.

Guess I'm just unlucky. My monthly bill is <RM50 too.

My monthly bill is ~RM25.

What's your deposit? By law they can only retain between 3 to 6 months deposit.

Sorry but may I ask how on earth do you manage such a minimal amount of usage!?

Do you have that erm, ahem, ‘magic meter’ installed?
*
No, the secret is less than 10 hours of air-conditioning a month. And bath cold water whenever possible (plus it's healthier).
