AFAIK, it’s for phone-to-phone transfer without iCloud backup.
But even though you plan to use iCloud backup, I think there’s no way to stop the update in the new phone. Once you power on and sign in to WiFi, the update will happen at once. I don’t recall seeing an option to reject it.

Thanks for the replies. For me either lighting or c cable not much issue, as i still have airpods 3, iphone 13, iphone xs at home using the lightning.
i like the 15 plus's type c, more convenient in transferring data, new 24mp pic. but 14pm 256 at 5099 coming 10/10 is so damn hard to resist over 15 plus 256 at 5399
