All phones these days are global units unless you buy a CDMA phone (which is very rare since even Verizon Wireless in the US are using CDMA/GSM phones).
This is not my first time buying an imported phone so there should be no issue using Malaysia SIM.
What phone did you buy and why do you need to bypass?
RM100? Did you login to SIRIM and submit the application yourself?
Btw, if DHL is your courier, they will give you 2 options:
Option 1: You apply the SIRIM Clearance yourself -- which what I did. Login to SIRIM, submit all the documents and pay RM40.
Option 2: You let DHL do the "dirty work" which is not even difficult. You still need to send the all the document and they will submit the documents on your behalf.
How much will they charge? RM40 (for the clearance letter) + RM100 (DHL service fee) = RM140 LOL
