I watched the full video you linked. I'm not sure I follow ur conclusion...
stuffs he tested was cycling different PDO modes and PPS modes, manually keyed in 40W to test the efficiency (45W in 40W out) and switch to 65W for the THD (very bad THD), tested peak power from 65W onwards, and finally criticised the THD quality heavily.
stuffs he highlighted also is that the charger itself provides max 65W, so if use 25W port together, USB-C1 will become 40W and C2 stays 25W.
he did not test if his device could get 45W from any PPS mode, let alone concluding that he could only get peak 38W from any of the PPS modes.
...don't tell me you were referring to the 37.3W average real power used (lower is better) metric while he was giving final quality score?
edit: I'm not here to defend samseng ya...I have a fair share of strong criticisms on their products. but 45W power is not one of them.
it's your device that tells the charger to pull power, not the other way round, as if the charger pumps your device whenever it likes. if your S23U asks for 30W, your 45W/65W charger will supply 30W.
