Many traditional family use to run the business on ground floor & stays at the upper floor. The only set back, you cannot complaint if noisy due to commercial activity / no car park because it is not meant for residential at the first place. Steponlego liked this post

Unless the owner have approval from the local authorities, they can't.
I have a unit on commercial which i convert to student dorm/living area. I need to send architect plan to local PBT and Bomba for approval. |

Like I said previously, to use higher building requirement for lower building requirement - no issue. To use lower building requirement for higher building requirement, it will be an issue.Residential is less stringent when it comes to fire requirement when compare to commercial. An example of modification from less stringent building requirement to be used as higher building requirement - to use corner lot house as taska / tadika. Original dwelling unit is less stringent, when owner want to be used it for tadika / taska purpose, the additional safety escape like staircase to external from L1 are needed. For the shop unit to be used as residential, the existing fire escape already complied with higher requirement for residential use. Hence, there is no need further modification / enhancement needed.
