 Paternity leaves in Malaysia, is it a myth

The only infos I gathered online was the 7 days paid PL has been approved by dewan rakyat upon tabling but such law hasnt passed the senate stage nor been gazetted formally yet. So would love to know clearly of my rights and position/the market practices before I approach my HR/team lead to talk things out.

Last but not least, if its all boils down to sole discretion of employers, does it mean I am at their mercy or if there is anything I could do to improve my situation and be entitled to such leaves?

*no PL stated in my employment contract, and no, recently there isnt any expectant fathers in the organisation.
