 Water leaking from ceiling, Questions about water leaking repair

Hi, would like to seek some advice on water leakage repair here.

I had a newly VP unit with water leakage issue above one of the bathroom. Developer came over to fix one time but water stain appeared again and I complained to them again dry.gif .

So I noticed that they had opened the ceiling to the bathroom and this is how it looks like. Seems like there are water leaking out of the wiring hole.

When I came again the following day I saw that they had made some patching with a cement like substance (water plug?) and they had a sponge taped to the piping too.

I'm not sure what exactly they tried to do. Would anybody with plumbing knowledge explain? If this the right measure to rectify the leakage?

Also I wonder if this black cover is normal? I asked other residents and it seems like they do have the same black cover as well.

That sponge is not right. If temporary fix, then its ok as this prevents the water from staining and destroying the plaster ceiling.

The water leak should be fixed from the top, not patch from bottom (the cement). The bathroom waterproofing got leak there. Demand them to fix it for you. Else the cement thing wont last and after 2 years will leak again, and this time it is on you to fix it yourself.

The sponge could be temporary. I need to check on my unit again to see what is their progress. The pictures were taken last Monday.

I asked management (developer) to provide me the inspection report but no reply from them till now.

Would you have any idea on the black cover thingy?

It could be a heat shrink rubber/plastic wrap. Which is an easy and cheap way to plug leakage. But then, you should demand them to fix it properly, as in replacing the white plastic cap and recement (plastic cement) it.

This is the most "beautiful" fix for water leak I have ever seen in my entire life....
But I think they are very creative too...haha
Is the leak fixed now?

the rubber seals may be bad/poor quality . these looks like serviceable screw caps. for the sponge fix part and the black cover part.
i would use bituminous sealant round the screw caps. or change the water seals .

this is the first time i see power lines on the bath floor.
where does this go to ? water heater power ?? or

The same thing cross my mind, not a good practice to conceal the electrical cable inside the bath flooring. If the cable really for the toilet, the best it just let the conduit run on surface of the slab since it already have the ceiling.

The cap is actually the service eye. Usually it service eye is tighten using the white tape only, no one use the sponge like that.

The dark color sealant looked like a nitrile rubber insulation. Usually the insulation will only be installed at the cold water discharge point to avoid surface condensation (condensate drain pipe) on the pipe surface. Doesn't make sense the insulation.
