the rubber seals may be bad/poor quality . these looks like serviceable screw caps. for the sponge fix part and the black cover part.
i would use bituminous sealant round the screw caps. or change the water seals .

this is the first time i see power lines on the bath floor.
where does this go to ? water heater power ?? or
