That sponge is not right. If temporary fix, then its ok as this prevents the water from staining and destroying the plaster ceiling.
The water leak should be fixed from the top, not patch from bottom (the cement). The bathroom waterproofing got leak there. Demand them to fix it for you. Else the cement thing wont last and after 2 years will leak again, and this time it is on you to fix it yourself.
