Hong Bee Land has a big land bank in Rawang new town area. Anggun & Emerald is their land. For Emerald, they JV with Guocoland (Hong Leong Group) where Guocoland is the developer and Hong Bee is the land owner.
They have already finished Anggun 1, Anggun 2, Anggun 3, Anggun City, Aeon, McDonalds, Honda 3S, so why are you concerned about risks of it being incomplete? Have you even done any research about Hong Bee Land and visited the surrounding areas?

Quality wise, most Malaysian developers even the big names like SP Setia have quality issues IMO, so nothing unique here. Just need to manage expectations. You can go and see Anggun 3 houses to get a feel of the quality as that was their previous residential development.

Nearby, there is also Guocolands Garland 2 to check out, its a bit cheaper & also smaller I think.

Not only sounds nice but it is nice. Faster and stress free drive to KL compared to living in some other places in or around KL. Just a matter of whether it is suitable for you or not.
Delicious street food & restaurants are everywhere in Rawang but again its a matter of taste. What I like may not be to your liking and vice versa, so again its your choice. If its not to your liking, then too bad.

Yeah, right now it's quite a long drive because the access road through Emerald West is not built yet. The cemetery is not so near when I look at the map, but not sure whether can see from the site or not.
Actually quite a lot of people in Rawang are talking about it, people from other places maybe will discover only once it becomes "developed" by then the price also will be different.

Talking about it in the sense that they are aware of this project and many people have gone to have a look at the demo house and the site of construction. Rawang people are not very active in forums so usually limited info online, but I live there so I know that people here are interested in the project but many are put off by the distance right now.

The price reflects the location. Plus the location is not far from Emerald West area once there is a direct road built to link it with Emerald West & Anggun. I was initially surprised by the cheap price thinking it was supposed to be at the show house location. When I realized the actual location it then made sense why it was cheaper than expected. The smaller Garland II is almost the same price and the location is just slightly nearer to Anggun. Personally, I prefer nearer to Anggun as well but prices are creeping up now. Anyway, different strokes for different folks.

If you think you will get a double storey terrace house at that price from HBL at Anggun, then you are obviously not up to speed on current prices at this location. That Scientex house is a "low cost" unit with a build quality befitting its original low price at a prime location in Rawang. It is currently overpriced and comparing it to a product from Hong Bee Land doesn't make sense as the quality is very different.

Anggun 3 does not have a proper exit, you have to go through Bayu Permai and exit nearer to country homes. The current selling price is very close to the launch price due to this fact. If this what you consider "way better location" then I guess I rest my case.

Scientex new phase does not sell for 440k as far as I know. Please provide details if this is true, there will be a lot of folks interested in buying. Thank you.

If you prefer to live in low cost housing in a prime location, that is your choice. I am willing to spend a premium for better quality if the price and location are good enough for me.

Wow, you are so triggered with my comments. Now I understand why, its coz you have vested interest. Scientex phase 2 sold out for more than a year and you bring it up as an option for current buyers? How to go back in time and buy at your price? Come on man, try to be objective rather than supporting what you bought blindly.

Anggun 3 already completed a many years - still no exit.
Templer Residence - still not completed - Do you see the difference?

There are nuances to everything, maybe learn to be more discerning rather than a simpleton. I suppose your vested interest prevents you from being objective.
