Surprise, surprise! VoLTE works. Android makers don't choose which telco allows VoLTE. It's telco's fault for not including less popular brands in their list. Imagine there are literally HUNDREDS of telcos around the world and Motorola or Samsung are "manually" selecting which telco they allow VoLTE to work. That is one funny logic.
It actually work BOTH ways. Telco needs to provide the parameters for phone manufacturers and help test and validate the functionality. Meanwhile manufacturers need to integrate the parameters into the phone firmware to enable it.
Previously in oneplus phones actually missing lots of settings for volte support of major telcos, but by enabling the similar parameters that the telcos may use coincidently (for example, Digi is under Telenor, so can use back Telenor parameters. Also similar parameters to Vodafone UK/VI india), can use volte function. However is just unofficial workaround.
Official support including BOTH conditions: got the exact parameters of that telco written in firmware, AND telco state to support that model after the testing and validation is done. This is why google Pixel phones will NEVER support Malaysia volte officially. Because never ever officially sold here
