Does the add plays a part for the bank to determine whether to reject or to accept the trx? because from my bank they said that the bank never give out any billing address for online retailer to verify and they also only used the number on the card for verification. So this means that the address that I input only matter to SONY.
That is why I fiddle around with the address till I can get it accepted. This applies to both US and SG PSN. After a few failed attempt, you'd have to wait about 15 minutes to try again (this is for security reason). It's normal

Funny thing is, my CC works fine on the SG PSN, I don't even need to change the Singapore address to my Malaysian address. I used the auto-populate address, which is a Singapore address, and it's accepted instantaniously.

There is one way, if you can get hold of an American version of the current locally available AMBank NextG prepaid card. I cant recall what brand it is, but it is available. All you need is a bank that supports topping up to this prepaid credit card, and an American address
