 Repainting powdery wall, Need advice

Hi, I'm looking for a advice on repainting chalky/powdery wall, the house just recently built however painter cheap out on the paint.

I'm planning on using Jotun's paint, what kind of primer/wall sealer do i need to use? jotaplast primer/essence primer/majestic primer? or should i use Nippon wall sealer then paint with Jotun top coat? what is the different between Jotun Essence and Majestic?

Any advice/guideline on surface prep before painting?

Clean the wall with a wet cloth and then paint. No need sealer whatever.

It is not necessary caused by cheap paint.
If the new wall cement is not left dry for enough time, even expensive paint will have problem.

Wiping the powder off the wall is the proper step but it is too tedious for big surface area.
For my case, I just paint over with new paint if the colour is same as old one. For different colour, I paint with primer/sealer first.
So far, it is still fine for many years.

Wipe with dry cloth, apply 1 coat of Nippon Hi-Bond. Let it dry, inspect the wall. If it's OK, apply 2-3 finishing coat. If not, apply 2nd layer of Nippon Hi-Bond before finishing coat. Never fail in all my past paint coating experience.

Can paint on rainy season? or should i paint on next month?

Thanks for advice, Can use Jotun topcoat on Nippon wall sealer?

Dry wall you mean? Like those partition made of gypsum board?
My painter painted about 3 years matex to get it even.

If it is interior wall, you can paint anytime.

hi. current developer painted wall is those cheap powdery type. If touch up dirty surface will it look patchy?

If repaint whole wall with better quality paint do i need sealer?

Thanks. so i can just touch up paint at areas with dirt and hand palm after wiping without patch.
How about repainting with better paint? No need sealer as well?

Better to paint entire wall. Unless you know tbe paint code, eg different brands white is different eventhough is white.

The developer paint is as good a sealer unless you do hacking.
