Hi, I'm looking for a advice on repainting chalky/powdery wall, the house just recently built however painter cheap out on the paint.

I'm planning on using Jotun's paint, what kind of primer/wall sealer do i need to use? jotaplast primer/essence primer/majestic primer? or should i use Nippon wall sealer then paint with Jotun top coat? what is the different between Jotun Essence and Majestic?

Any advice/guideline on surface prep before painting?
