Wipe with dry cloth, apply 1 coat of Nippon Hi-Bond. Let it dry, inspect the wall. If it's OK, apply 2-3 finishing coat. If not, apply 2nd layer of Nippon Hi-Bond before finishing coat. Never fail in all my past paint coating experience.
