my company is paying around a million euro per month to send sms globally. and yes my vendor sports both soap/restful.

you don't send sms using a personal mobile number it violated fair usage policy of any Telco.

How many people do you know need to subscribe to business plans? Those business people going around calling their clients left and right are violating fair usage policy? Those Grab/Foodpanda/J&T etc couriers call from phone is also commercial usage, you think it's not personal number?

telcos don't care and I doubt they even enforce it 99% of the time.

and why are you talking about SOAP/RESTFUL? 100% irrelevant.
I'm trying to use SMS as a fallback in case of no internet connectivity

You need M2M simcard la....using normal postpaid or prepaid will get the line barred due to abnormal sms usage

who u kidding man.. sending out thousands of sms, towards all mobile operator.. yeah right ur on 4 mobile plan walking around town and having continuous notification wouls make u look busy right? hahaha..

also if u should be looking into probing gateways instead of having sms to tell u things are not working. unless whatever your system does works on gprs la. lol
