Do a video and prove to the seller that the graphic card is faulty and request him to send you a new one. He doesn't need the defective card back as it is not economic to repair. Usually they just replace with a new one.

Only way, if you know someone going to China, ask him to carry the card in and post it inside China. But I seriously doubt you will get any good outcome. The seller insisting to have the defective card back (instead of proof that the card is defective) knowing that it is almost impossible to send any used item into China does not give any confidence on his sincerity.

As you said, someone offers to buy the card for RM500. It may be wise to cut your loss.

So guys, I sold my graphic card to an unknown person from FB.. He bought it at Rm450, I know it's quite cheap but at the same time I really am tired after looking high and low for after almost 6 months+...

Mind sharing with us what model of graphic card you bought from China? Are you sure it is genuine and not a Chinese knock-off?

Gigabyte GTX2060, not knock off. Came with official sealed box

You mean an RTX2060? There is no GTX2060 unless it is a fake. China can imitate any box.

For a RTX 2060 the price of RM2.8K you paid for a China supplier with dodgy warranty is very high. You could have purchased for the same price or less from a local supplier.
