 Unifi Connection Issue to International Server, Occured usually at night 9-11pm

Hi Team members,

can kindly advise , there is a customer site using TIME fibre with fortigate vpn ipsec to hong kong site for server application uses. for past few days users report there is connection intermittent and the server application lagging. ping to the hkg server application results show few request timed out. local internet accessing is no issue, normal ( email, other websites etc..) additionally no changes done between the local and hkg network in recent time.

so can we assume or conclude this may relate to this submarine cable issue? there is no mention of this issue in TIME website, only in TM website. please also advise if TIME are sharing TM infra or doesn't matter which local isp , if overseas cable fault involved it will affect all local ISPs. would appreciate your feedback for better understandings . Thank you.
