my guess is that it should be at value at date of borrowing as its determined by a Securities Lending Agreement. i could be wrong. check more in the following

A good read.
In theory this short selling is more towards to fend off any short term speculator and benefits both long term share holder and hedge fund (coz they need to have big amount of moneh for collateral) and gain from the fall of the share prices.
