Your post proves that MVNOs do not impose 1GB data cap/quota for all their 4G phone plans, eg you can pay more for the 20GB data cap/quota at RM58 per month. This applied even a few years ago when there was no "unlimited" data phone plans from the celcos, ie when 10GB of data cap/quota cost about RM100 per month.
....... Today there are an abundance of "unlimited" data 4G phone plans from celcos, both prepaid and postpaid. In fact, UMobile has likely just abolished nearly all its postpaid 4G phone plans that came with low data caps/quotas, ie U28, P38. P58 and P68. .......

Seems the Big 3 celcos have ganged up together to "bully" all blacklisted subscribers, some of whom were in dire financial straits or had valid reasons to not pay the celcos. Maybe consumers should boycott the Big 3 celcos as well.

UMobile could have changed terms after Jan 2019, ie maybe it has since proclaimed itself as a Big Celco.

Anyway, I checked my own verification by UMobile for the Hero P139 plan and surprisingly I am not blacklisted by Maxis. Wonder why.?

In Jan 2019, I checked with a Maxis Store in a shopping mall to try to register for Maxis Home Fiber and the staff told me I was on the celcos' blacklist - maybe under UMobile blacklist because when I next tried to register for GX50, the UMobile center staff told me I had an outstanding 3-year-old last monthly bill of RM40 - I thought UMobile had cleared all my bills when I closed that old postpaid mobile broadband account at that same center 3 years ago. So, I was "forced" to pay that 3-year-old outstanding bill, in order to register for GX50. I did not receive any email or letter about the outstanding UMobile bill for 3 years. This could be another celco "money scam". .......

Afaik;

Fast.com is owned by Netflix = speed test large video files for Netflix service compatibility.

Speedtest.net is owned by Ookla = speedtest normal small files like news information during web-surfing = shows the maximum attainable speed sans any speed limits set by ISP.

Try meter.net = owned by Singapore = can choose various foreign servers for speed and latency test.

So far, GX subscribers have reported legal use of 300GB per month without being throttled but one GX38 subscriber got throttled for using >40GB in a day; ... whereas a CUP35 subscriber has reported legal use of 153GB per month without being throttled and another subscriber has reported the unofficial monthly FUP limit as 1TB. .......

So, if legally use close to 1TB per month, better to go for CUP35. On top of that, CUP35 gives unlimited video-streaming up to 3Mbps = 1080p/FHD, whereas GX38 limits video-streaming to 720p/HD or 480p if at 60fps.

4 June 2020 = Maxis HUP35/45 promo.
9 June 2020 = Celcom CUP35 promo.
12 June 2020 = GX38 upgrade promo.

= winner = CUP35 because could video-stream up to 3Mbps/1080p, monthly FUP limit of 1TB, better 4G coverage, etc.

22 July 2020 = GX38 further upgrade promo, ie can video-stream up to 1080p = latest winner because 6Mbps/6GB hotspot, good 4G coverage in urban areas, etc.?

Afaik, if your phone has full 4/5 bars cell signal strength and no network congestion, you should get about 20+Mbps for 4G and 100+Mbps for 4G+, ie for unlimited speed phone plans., eg Digi Infinite 150 and UMobile Hero P99.
