I prefer the HOD to interview me instead, as they know the job scope and the technical terms related to the position.
HR people on the other hand, most of the time, they don’t know anything. You tell them one simple thing like SQL server also blur2.

Normally HR screen is the behavioral screening - this one you need to stay calm and answer the question in honesty. Dont show your frustration when answering, else will be the delisted as a candidate regardless how good you are in technical.
Senior Programmer + Hiring Manager + hands on (coding test) this is done in the same session during face 2 face.
CEO - this is very rare unless your position is direct reporting to CEO in a big corp or the company is very very small.
