OKU registered with JKM does not necessarily mean he/she is under E-Kasih scheme automatically. I, and at least another friend of mine, are OKU, but none of us are eligible for E-Kasih.

You can register as OKU online via SMOKU: https://oku.jkm.gov.my/

But I am not sure if it is working.

I do not know much about E-Kasih. As from JKM alone, OKU who are below 59 can apply for EPC (elaun pekerja cacat) or BTB (bantuan OKU tidak berupaya bekerja) which is paid monthly (and revise annually) for RM 450/mo and RM300/mo(if I am not mistaken) respectively. The monthly aid is better than applying for one-off handout like BPR OKU, etc. As for senior citizen, they can apply Bantuan Warga emas, also paid monthly.
This financial aid RM 500 for three months is an initiative under PEMULIH package, it is only temporary. For long term aid, better go to JKM and apply BTB for those not working or not capable of working. 
But BTB or EPC cannot apply online, must go to the office (last time was like that).

Anyone have experience with positive covid case claim? I've heard of MySalam and NADMA but both website won't open for me

I saw news,, can claim socso also, rm50 per day

I still haven't claimed

Mysalam need verify and I never got passed it, i contact support still have yet to receive reply

NADMA only can apply if you don't earn salary the period you have Covid. Check out the website to fill form and send back by email

mysalam is claimable if you got any chronic disease within this year ,not the long term disease patient and shall not exceed age 65 i remeber from the wbsite ..example if you kena kidney failure and below 65 ,yes you can get

NADMA form? I don't see the witness part you mentioned anywhere
