I just happened to find out how to disable this while I browsing through the settings. Just follow the following steps. Settings - SIM card & mobile networks - Advance settings - Mobile network diagnostics You will come to the Test network page, press the small icon at the top right corner. And turn off the Floating notifications. hope this can help fix your issue.

IINM, Poco series is different compared to their big brother Mi series, eventhough both of them are using the same Miui version. Some features are missing in the Poco series. That's why you couldn't find the same option to turn it off, which is actually available in Mi series.
