From what I've seen, not all the media have reported about this.

Mostly insider news, or people with info. Some bikers got wind of the news, speculated, and cleared their 250R quickly.

It depends how it is viewed. We can look at what happened to Suzuki Malaysia, shifting away from local assembly. For other big brands, AFAIK don't assemble in Malaysia also so K want to switch out from Malaysia.

Enjoying its compactness (relative to 250cc and above bikes) and general ease of use so far. I would be very sad to have to let it go because of something like this.

Now Modenas got a big unused factory both kawtim for local assembly I guess. Dunno if Bajaj have plan for underbone model with Modenas. Don't see the 3 teaming up since Bajaj pretty tight with KTM.

Definitely can at least match the r25 price now. I'm curious to see if this means they'll be rebadging stuff like the versys 250 or 300.

Also a bit concerned about how spare parts and such will be managed. Now that the bikes become cheaper and more accessible, the demand for parts is going to increase, and if not dealt with, bike thieves may target kawis like they target the smaller KTM Dukes.
