Could be the combination of both. And also people can purchase other state plates anywhere since 2014 and it greatly give more options for bidder. After 2014, I remembered the Perlis R place are pretty quickly to exhaust 2 alphabet series and going to 3 alphabet series, and the Kelantan D series was the fastest to issue number plates among east coast states.

Oh yeah forgot to mention that in Kedah especially around Sungai Petani and Kulim area they much prefer to buy Penang P series rather than their own K series.
