1st, call for a meeting. And then representative from each country will meet up. Not ministers, just gov servants and those who represent the ministers. When they meet, they will discuss on the issues at hand and what each country stand is. If needed, ministers of each country will come n meet. If no decision is made, when the official ASEAN meeting takes places leaders from each country will meet n try to find a solution.

That is for ASEAN.

For UN, they always have an assembly. Just need to book a slot to address each nation concern.
