I always use iTunes to backup to PC first. Backup with password.
Connect the new iPhone to iTunes and do a restore.
Oh I see, because migrate old to new is very easy. Connect the new iPhone to iTunes and do a restore.

Migration via phone to phone can only be established if you're on the same iOS version.
In this case, since it's iOS11 vs iOS13, it won't work because I faced the same issue upon migrating from iPhone 6+ to iPhone 11 Pro.
So, have to backup data from iPhone 6+ to iTunes first, and then restore it back to iPhone 11 Pro.
Yup correct, so old phone has updated to new version iOS 13.3In this case, since it's iOS11 vs iOS13, it won't work because I faced the same issue upon migrating from iPhone 6+ to iPhone 11 Pro.
So, have to backup data from iPhone 6+ to iTunes first, and then restore it back to iPhone 11 Pro.
And when migrating, new phone also required to update to iOS 13.3, took quite some time to work around yesterday night but ended up get nothing, have to erase new phone and re-try
Worst case scenario, backup to iCloud (buy 50GB is not enough space) or back up to iTunes
