My Note 10+ also max can get 2 bars unlike my Mate 9 previously full bars. But it never cause any problem with call and what so ever.

Then just now I notice that whenever I make or receive call, it will instantly become full bar, once call ended, it back to 2 bars.

Just open each app, look for it's refresh rate under settings or options or whatever, and change it to a rate you are comfortable with. Example weather will be 4 hours, tweeter feed every hour etc
A bit tedious in the begining but is an only one time effort

Mine does because of the Face recognition    later try to remove it and see how 
huhu... me too, not all Apps have dedicated refresh rate, but you can disable unwanted apps to have background usage thou
