Well, the word tuning is a very subjective term my friend. The pdt is just a monitoring device, whether it has the ability to reset the ecu to factory setting or not, i'm not sure. Take the 1.3GLi (without rpm gauge) for example; if the idling is too high/low, the mechanic will adjust accordingly until the engine reaches a healthy idling speed by checking the pdt. Or if the 'check engine' light is on, they will use the pdt to diagnose the engine fault such as sensor failure, etc...
But I don't think so the pdt is able to tune the stock ecu.

yeap cars on year 2000 or later which came with mmc ecu.. can be tune by others workshop but not the ecu of coz.. mechanic can adjust the air intake, set the distributor to advance or retard setting only ... correct me if i'm wrong.
See, your post said it all. Setting the distributor, carburetor air-fuel ratio, or even a simple job like adjusting the idling adjuster screw can be considered as "engine tune up"
