I heard quantum need visa and master to be applied the same time, can I just apply visa?

Hi guys, under PBB merchant which is consider retail purchase? For e.g. I know grocery, petrol is consider retail purchase...other than those which are retail purchase? Is paying daycare fee considered retail purchase?
