What are the requirements for such listing?

1. User login with id and password to view / edit listing.
    - Well if there is a way for this one, I'll be glad.

2. User only can edit specific floor / rows? specific column?
    - Yes users only from that floor can edit the name listing from the floor.

3. Log tracking to see who modify which floor?
    - If this can be done is also better.

Suggest to use telegram with programmed bot, update into database, then display out using server side languages.

Hello guys, so I have a project to be done which is updating a list of names approximately for 30 Floors. The list would probably look something like this :-

Is there any online platform that the name list can be accessible by everyone so that they can update the listing themselves? Other than google sheets.

It would be really great if you guys could help me out.
