Yes, but some are fine, I think it is UniFi are giving high QoS to 300M+ but low QoS to private IP users.
Because I don't have account with public IP for testing, so unsure on this one.

And yes, lot of people are fine on some website, and lot are not fine, including Facebook, me is most are worst, except Facebook.
One that using Streamyx are fine for Taobao too...

So yes, too much strange thing on network after they switched to private IP for most <100M users ..
