if what you meant by ookla is speedtest.net, i'm not so sure why some people say its showing fake result and yet they manage to be the most famous speedtest platform in the world
that speedtest.com.sg that you used, is actually using Ookla (written on their page as we can see), but they just use 1 server which is the NewMedia Express SG server, unlike the speedtest.net it will detect the best ping for you when it is on auto, and many different servers in different countries if you choose it manually
these are taken next after each other, given how not stable is GSM/LTE based of internet, i think the difference is just normal

I'm a bit lazy to type a lot.
What I meant was ookla is NOT showing FAKE, but the BEST speed for the ISP.
You'll get a high speed anytime regardless of network congestion or not.
I noticed this only happens on ookla app for phone, whereas the desktop version will not.

Didn't care IP address so long as I could serve the net.
