Initially risk 30 then move to 36 recently.
As I reading somewhere risk 36 still consider less volatile than S&P 500 alone, then think I can accept the risk

Yes. It's charge monthly on pro rated basis.

Yes. Now can transfer fund to other goals. I did once. But It will take 1-2 business day.
