As per my understanding, yes:

Valid for two qualifier:
A. 1 online transaction with min spend RM150 → get 3,500 GrabRewards Points (Limited to the first 5,000 redemption)
AND/OR
B. 1 online transaction of min spend RM250 → get 7,000 GrabRewards Points (Limited to the first 5,000 redemption)
