It's been like this for quite some time, I remember having the same issue when then released special voucher during certain hours in their last sale. I was waiting and the voucher just wouldn't show up during the exact time, when it was finally appeared it was already fully redeemed. The 3pm 200% coins I only managed to claim once this month, didn't get to use cuz it ran out in minutes!
