Seller cancel order will affect their performance. High cancellation may lead to suspension of preferred seller or even limit seller product.

If both refuse to cancel, the order will auto cancelled 1 day after the expected ship out date and buyer get refund immediately, seller will also be penalised just as same as sellee cancel order

i would rather let seller cancel and get penalized. or if u want faster, then send the screenshot to shopee livechat. sellers not supposed to ask buyer to cancel.
