Some router/BTU (a.k.a GPON) behaves differently.
At least in my past experiences, I’ve always instructed my family to do this:
Turn-off internet:
1. Off router first.
2. Then only you off the BTU/GPON.
Turn-on/resetting the network:
1. Turn-on BTU/GPON.
2. Wait for the LED indicators to light up properly (some indicate that the connection is okay to go).
3. After 2 is stable, then only turn on your router.
4. Wait for 1-2 mins or if you understand the light indicators on your router, wait for it to stabilize first and afterwards only internet is ready.

Might be hogwash/bullcrap, but majority of instable internet connection instability problems were solved this way (at least thru my experience).
Note: Sequence of turning-off router/btu is technically bullshit since the router/btu will fresh restart itself even if you just cut the power directly for both.
I just like the idea of sequential turn-on/off. Hahaha.
