According to Marhalim the reason the Gagah Samudera-class was delayed was that the original builder, NGV Tech shipyard was foreclosed by banks in 2013 because they couldn't sevice their loans and the government had to look for another yard capable of finishing construction. All the while the two hulls were left unfinished.

The replacement yard, Grade One Shipyard was only given the project in 2016 and the ships were finally launched late
last year.

If the government really decided it's going down this road, at least make sure buy them in significant numbers enough for a serious air defence fleet. Don't go buy 10 or 15 only. Buy at least 30.

When say most fighter planes are expensive, so we buy  few only. Now can get cheaper fighter plane don't go saying that excuse also when you only buy 15 of those only also.

Ah, finally got it. After much googling, it seems that Grade One shipyards built an offshore support vessel for Iran's O&G industry but international sanctions prevented them from delivering the vessel to the Iranians.

So they tried to offer & sell the vessel to other parties, but since it was custom-build for the Iranians, no O&G company wanted to buy it. The inability to make the delivery caused a huge loss and Grade One were unable to service their loans for other projects. That's where Maybank come and seize the Training ships as collateral.

Well, first of all THHE and Destini need to prove that they have what it takes to do further construction of patrol boats and OPVs. If the ships they are currently building are built on schedule, with no additional cost overruns and their service proves satisfactory to their users, I see no reason the government shouldn't utilize the company for building further Naval and coast guard OPVs in the future. Same with smaller patrol boats. The good news is Destini had successfully built the six 43 meters Bagan Datuk-class NGPC in pretty much record time and with no fuss or cost issues (The entire NGPC contract cost RM 380 million), so I think they earned some brownie points with the government there.

As for now, the OPV batch contract costs RM 740 million for 3 ships, this includes the initial design and TOT. As we already bought the blueprints from Damen, further OPVs of Damen 1800 design can be built at cheaper cost. THHE themselves claim they are ready to shoulder the challenge, but I guess we'll see how they fare with the current order.

So long as the project is delivered on time, with reasonable cost, and without major defect, nobody cares, go ahead and make money.

But when the project is fucked up because people are greedy, then you really should start questioning if peoples' loyalty are to the country, or themselves.

Always wonder though, how does RMN choose or decide on the pennant number? Are there any classifications or convention that RMN follows in determining the hull number? The same for RMAF & the tail number of the aerial assets..
