Does PB ING Debit MasterCard Paypass Card can be used to verify the PayPal account?

Although I no yet get the PIN number but I had verified my PayPal account successfully by using PB ING Debit MasterCard Paypass Card today.

huh? Then how? PB ING MasterCard Debit Card really can't use to withdraw money from paypal??? How about Tune Card?

But when i email to Public Bank.......They said both cards features are same The email look like this:
