Hmm. Hmm. You know what... Somebody shared earlier how to get China wallet without the hassle. I asked my Malaysian friend to try and confirmed it's working.
You just need someone to send you money in RMB, RMB 0.10, RMB 1 or any amount. Then enter your credit card details to link it. You will have China wallet.. That credit card serves no purpose though just as a linkage. You cannot use it to pay. Our wallet only allows fund stored in the wallet.
This method worked when I helped my friend do it few weeks back.

Seems like China has just changed the ruling again. I tried to do it today, and immediately when you opened the red packet, there's a pop up that says that a china bank card is required to use the wechat balance according to China rules. Then it will bring you to the Add Bank Card page. So if you add a Malaysia card, whether debit or credit, I tried both, the card will be added as it can be found in the cards section, but they now really serve no purpose at all, not even enabling us to open red packet. Still, a China bank card is required to do that.
Whew... luckily I enabled mine months ago. Now, really there is no way of enabling china wallet.
